With a variety of uses from canton administration, work, living and leisure, the New Administration will become the new social center of Emmen in the north of Lucerne. With its distinctive typologies and the network of streets, alleys and squares geared towards communication, the place becomes an independent microcosm that conveys the image of a city within a city. As part of an ensemble, three high-rise volumes develop from a space-defining block edge development. The northern high point becomes a widely visible urban accent. A transparent facade joins the differentiated building to form a sculptural body. The developed block edge structure enables long-term, flexible divisions in the interior. At the same time, a building "without a back" is being created for the city, and thus an urban street space that will bring the public directly to the new administrative complex from all sides. The combination with a centrally positioned public volume zones and differentiates the outdoor spaces. Within the development, three courtyards open up with different atmospheres and uses, which shape the image of a green development traversed by a network of paths.
